Izumo could easily say it's been close to a year since he's befriended Goten and while he's not very sentimental (he'll argue anyone who claims otherwise), he's decided he'll do something special to commemorate a year's worth of friendship.

It's easy to get Goten distracted for the day while Izumo handles everything.
